For the 2016 "Government Work Report" proposed to "build a large-scale customs clearance cooperation mechanism along the line and build an international logistics corridor", Yu Guangzhou, director of the General Administration of Customs, said in an interview with reporters that the customs will promote the "three mutual" customs clearance of "information exchange, mutual recognition of supervision, and mutual law enforcement assistance" as the starting point to promote the construction of international logistics corridors.

Promote the construction of major passageways at both domestic and international levels. In terms of cooperation between domestic departments, it took the lead in formulating the "Implementation of the" Three mutual "reform plan for Promoting customs clearance, and identified 37 important reform measures, which are being steadily and orderly promoted by various port departments. For example, the "single window" reform of international trade has changed the port clearance process from "series" to "parallel", so as to achieve unified feedback of enterprises' one-time declaration and law enforcement results, so that data can run more routes and enterprises can run less errands. The reform was launched at coastal ports last year and will be further extended to inland ports with conditions this year.

In terms of international customs cooperation, in order to serve the construction of the "Belt and Road", we will vigorously promote international cooperation with the customs along the route in the field of customs clearance facilitation. Up to now, the Chinese Customs has established cooperative relations with the customs of 131 countries and regions, and signed 162 bilateral cooperation documents. Last year, the General Administration of Customs held the Belt and Road Customs High-level Forum in Xi 'an, with the participation of customs officials from 71 countries (regions) and international organizations, and reached a number of outcomes such as the Xi 'an Initiative on Connectivity, building a platform for customs cooperation along the route. This year, on the basis of the Xi 'an Consensus, we will negotiate and sign cooperation documents with more countries, actively promote the implementation, expand the breadth and depth of cooperation, and promote customs connectivity along the Belt and Road, so that wherever the "Belt and Road" layout goes, international customs cooperation will expand.
